Creating countries

For many of us a dream, a utopia. To govern your own state is for many impossible, but we in  Create and control ignore it by giving you, high school students, the opportunity to rule one such state. But there are certain conditions. Every C&C country needs the following things to function. 


Each state needs to create own economical system, and describe it in an understandable way for other states.


It is necessary to outline a jurisdiction system and shortly describe what rights the citizens of the country have which develops the following point.


Which political system will your country use? How will the government look like? Will your parliament consist of one or two chambers? Will the president or the prime minister have more power in their hands?


What makes your country special? What customs, holidays and traditions do you have? Are you nomads or cavemen? Everything is possible in the C&C world. So create your country specificity and differentiate yourself.

State emblems

Country name, anthem, preamble, motto, flag... all this characterize the C&C states. These emblems can encourage the citizens to productivity,  and to the better tomorrows.


The Create & Control world is in your hands. You can create your own history, monarchs, tyrants, but should never forget about other countries.

National problems

A great opportunity for each country to solve shortcomings. These tasks are assigned to countries several times a year and describe a problem that arises from underinvestment in ministries, incorrectly set political systems or the implementation of an international problem.

To successfully solve a national problem, more people need to be involved and consider various impacts that might arise in the next round of international problems.

The format of the solution is usually 1x A4, and should explain to the jurors the solution objectives and its short and long term forms. The jurors in whose hands is the evaluation, have the most contact with the competition throughout the national problems, therefore it is necessary to state everything that you expect to work directly, and not to miss things, even though they may seem obvious for you.

The solution of the national problems is reflected in various categories. The solution provides finances that can be invested in ministries but it is also not excluded that the impact of national problem solutions will also affect the international problems.

What should be mentioned at the end is a fact that how the problem is solved doesn't have to be limited to your country only. You can also join other countries and reach for solutions together, whether at the cost of mutual assistance, support at an international summit, or finance. 

International problems

Four times a year, teams have an amazing opportunity to influence the world's events at the Summits, which are always hosted in a different V4 country. International problems at Summits are always linked to issues that have a tendency to reverse the country's development, to stop the progress or finally lift the country out of the poverty. The aim of the delegation, consisting of a maximum of 2 members, is to negotiate the best possible conditions for their country and incorporate them into the final resolution.

Obviously, if all countries have the same goal - to profit, it won't be so easy. Diplomacy often emerges here - compromises, alliances. It is only through proper use of diplomacy to conclude the Summit successfully because without any final resolution all countries can suffer much more than with a bad final resolution. 

The international problem is announced to the teams about 2 weeks before Summit. It is right to use this time to prepare an opinion (a document to be submitted before the summit and is publicly available), a strategy, but also alliances and pre-summit negotiations.

The world's problems

Something that was not present in previous years. It should us a stronger connection with the real world as well as the participants' better world view.  At the same time, the solutions will be shared and processed by organizations that deal with real-world issues. We can promise you that the majority of you will like this format since you will have a unique opportunity to show to the real world your ideas, you, young people for the adult world. 


Summits are a space to solve the international problems and to make bi or multilateral treaties. The combination of negotiations and education has already proved to be effective which is why we intend to continue with it. Education in the form of discussions, workshops, or lectures pushes every delegate forward, making him/her a more effective delegate and thus a better person for representing their country. 

Every country sends one or two delegates to the Summit, which are provided accommodation, food, basic aids, and facilities for negotiations. Each country has a right to send two more people to the Summit but these lose a right for the above-mentioned and also can not participate at the meetings as delegates (or they can but a team has to have permanent two delegates for the whole duration of the Summit)

Summits, as was mentioned are highlights of the competition as they are one of a few occasions when the delegates of the countries can meet personally to discuss their problems. But they do not meet only in the role of delegates but also as ambitious students who are interested in the same topics within the educational part and also as teenagers - young people with enthusiasm full of fun.

Implementations are also related to the summit. Implementations are documents that are written a few days after the summit and their task is to describe to the C&C world (organizers, jurors, competitors) how specifically they have decided to apply the proposals that were approved by the final resolution in their country.

Bonus tasks

During the period when you are not supposed to solve national or international problems there is a space for bonus tasks. Bonus tasks should strengthen the team, and provide a friendly environment needed for you, participants, to have the motivation to fully participate in the whole duration of the project. 

These bonus tasks are sent electronically and serve to enhance personal values, such as friendships or moral principles, so that it is not just about understanding the world in a work context, not forgetting the humanity needed to solve problems, even in a diplomatic environment.

Not only bonus task but also compulsory tasks are scheduled during the competition, where will be space for you to present Create & Control by educating your classmates on the importance of active citizenship, participation and the functioning of public institutions. It is up to participants how will create the event and presentation (in the form of questionnaires, discussions with guests, power-point presentation.)  The participants will acquire presenting skills, will learn independence, taking responsibility and organizational skills. They will process videos from these events where they acquire skills needed while working with computer and video making programs.
